Not enough info. Who vs who? What goals? Any allies?
Example:
US vs. Russia, China, or the combination over a piece of land (let's say Australia). Nukes and invasions (other than Australia) are off the table.
Winner: US
Why? Russia/China might get there first. But USN would dominate sea access to Australia. USN / USAF can establish air superiority over Australia. Once that happens any Russian or Chinese units on the ground will be cut off. It's only a matter of time before sufficient US troops are on the ground to end them or force their surrender.
Another example:
US vs Russia with goal of occupying and subduing opponent, no nukes.
Winner: a draw.
Why? Without nukes Russia would be limited in its ability to damage the US mainland. The US would be better able to attack Russia from the air, but that's only going to blow a few things up. There's no way the US could stage a ground invasion and force Russia's submission. It would be suicide to try. (It would be suicide in reverse even if Russia could get past the USN.)

We've eclipsed the British and Roman Empires by several magnitudes. That's not to say that our society isn't built on their contributions and that they were truly amazing powers, both militarily and in terms of scientific innovation, but Americans are simply a master race.
Russia and China are NOT close seconds to us by any means. Their countries are incredibly fragile and it's taking great effort to stop them from falling apart entirely. All we'd have to do is kick in the door and the whole rotten structure would come crashing down.
Our people have a sense of unity like no other, and our nation is vast, rich, and monocultural. As long as it stays that way, our empire will last a thousand years. If you are referencing Vietnam and Korea as defeats then you're dead wrong. All the US wanted to do was prove to the world that it will go to war with your nation if you switch to communism.
