Chile cucked them from having a sealine in the pacific and have always been somewhat better than them militarily.
Uruguay didn't want to unite with Argentina after gaining independence despite them being the exact same peoples. Argentina did however conquer like 2/3 of their original territory if not more though and after that Brazil proped them up so they can have a comfy buffer state.

Bolivia is a whole different culture compared to the most populated argentinean provinces like Buenos Aires and Santa Fe. Their indigenous population is way higher than ours.
The funny thing of Argentina is that it really doesn't have an homogeneous culture. Provinces like Mendoza have more things in common with chileans than people from Buenos Aires, people from Jujuy and Salta, mainly indigenous people share more things with Bolivians, and Misiones/Corrientes the same thing, with Paraguay.
