Here's an example of me making a distinction. In pic related, the guy talks about the religious necessity of an Islamic form of government. He, however, is not a salafist, and believes that the scope of the Sharia is actually much smaller than what was previously thought. He also believes that the only legitimate Islamic state to have ever existed is the one which was personally headed by Muhammad himself. Everything else he considers to be an adaptation of the system to a particular political context and not the thing itself.
Never the less, I believe a man such as this should be considered a subversive agent relative to every non-Islamic government on earth and as such should never be allowed residency in those countries under any circumstances.
