I think there might be a bit of miscommunication between us. I don't think Paul's statement is an extrapolation of his own views on rights. I think Paul's statement is a deliberate extrapolation on what he thinks Sanders' views on rights are and pointing out the flaws by building on the idea.

By coming to these implications, he's essentially saying to Sanders "that's not how rights really work"

Paul's response and Bernie's would be compatible. The system can't offer something that isn't available and it would be a false dichotomy to suggest that we interpret "can offer" as forced to offer.

The larger problem imo with plans like Bernie's is, usually these kinds of plans make available funds for the payment of those who can't afford the cost. Which, fine, I don't think welfare is inherently a bad idea and has been shown to be a net public gain by not allowing developed resources (read:wage slaves) to die preventable deaths. The problem arises when the government promises to pay for things and private institutions are set up to benefit from those payments, as they will charge the maximum competitive amount they can get away with.

Like giving a class of school children an unchecked credit card to go purchase school supplies, maybe 25/30 of them spend $5 on a notebook and a few pencils, but the other 5 kids end up buying a bunch of frivolous shit and the store has no interest in stopping them.

Although, even if there's a cap placed on how much each person can spend, sometimes the store realizes that the kids have no concept of the costs of the items and charge them hugely inflated prices. (Like military contracts)

The amendment starts with "In all criminal prosecutions". So if they can't find an attorney there just won't be a prosecution.

In the case of healthcare if you can't find a doctor then you can't provide the service, so you'll need to force someone else to provide your "right".
Services can't be rights. You can only have rights that defend your freedom, and you can only have freedom from things, never to them.
