It's a movement called sedevacantism, they reject the Vatican II council and believe there hasn't been a pope since Pius XII, they mostly do the Latin Mass and some (Society of Saint Pius V being the biggest) have bishops. The Vatican says they do not have valid sacraments and you can't fulfill the Sunday Obligation by attending their chapels, except in extreme cases where they are the only mass around, it is preferrable to even go to an Orthodox church, the only real region that it's possible to attend a sedevacanist church and not be in trouble is China, who outright banned the actual Catholic Church. You also get weird things like the SSPX (Society of Saint Pius X) who reject Vatican II as a pastoral council, but still accept the Pope (SSPV broke from the SSPX to take a harder stance), the SSPX is in a grey area where no one knows if they are schismatics or within the Church, but Pope Francis gave them valid confessions for this year as part of the Year of Mercy. There are several other groups that reject Vatican II, but also many that rejected Vatican I (they call themselves "Old Catholics") It's mostly a German/Polish thing, and they are super liberal and have women priests and gay mass and all that, mostly because they started just hanging out with Anglicans. If you don't know, Vatican I was when Papal Infallibility was proclaimed doctrine. I should note for protestants and orthodox who don't know what they means, it means if the Pope goes and speaks ex cathedra (from the chair), about doctrine, it is claimed as truth. It's been used less than 5 times in history, so no, you don't have to listen to a word Pope Francis says unless he does that, which he never has.
