This is just a geopolitical game. They finance other nations with the petrodollar to influence their development and align them with the west.
Free trade isn't inherently beneficial to post-industrial nations. Comparative advantage is insignificant (for us anyway), our real problems are unemployment, rent-seeking and various social issues. Productivity is insanely high in the west, this should be the least of our concerns (even though there is less and less actual production; we're deindustrializing (all according to the globalists' plan)).
