I've been throughout italy, and i've been to Palermo, and can safely say that it is full of africans, especially moroccans
They mainly live in slum areas though, and seem to be fairly contained
Sicily has always been a very multicultural area of the world, throughout antiquity it's been kind of a crossroads between Africa and Europe, and a lot of wars have been fought over it because of this. I wouldn't even call it Italian, it's more a mix of italian, greek, spanish and north african.
In the country side though, it's a lot more italian, and there are some really beautiful areas. Palermo was one of my least favourite parts of Italy, but the sicilian coastline and countryside was probably my favourite
