The issue is that the content provider is in contract with youtube, and youtube is in contract with the advertiser. The content provider and the advertiser are not in contract with each other.
Youtube can't allow uploaders to block certain adverts because they promise certain numbers of videos to their clients, the advertisers. Similarly the content provider has no contract with the advertiser so can't ask them not to target their video directly.
The solution is to just turn off adverts, either as a user or as an uploader.
