There is no point in gauging the morality of a singular military action in that war. Everything was awful. Something like two million people died in Stalingrad, was it wrong of Hitler to invade Stalingrad? Eh, probably not in the way that we want to say it was wrong for the US to drop the bombs.
You can argue that any sort of civilian death is immoral, but then anyone who knows anything about modern wartime morality would just tell you that non-combatants are just as important to the war effort as combatants.
