Maybe in the peripheral-economic cities of the North East, but in New York City (to be specific) garbage men are members of a the same union shop, and fully employed by the municipal department of sanitation, with whom the conditions of their collective bargaining agreement are solely determined.
There are pretty much no dago outfits left in the city, and virtually all the private garbage truck companies in the city are small operations owned by retired former members of the sanitation worker's union. They hire garbage men who are looking for moonlight work to make up for gaps in their shift schedule or purely to earn some extra dosh if they have already reached their maximum hours on shifts for the sanitation department.
They are paid the exact same wage by these small outfits that is agreed to in the most current union contract with the city, and by the nature of having to build weekly schedules around rotating shift assignments with the city, they have pretty much full entitlement to elect which days they want work with the private contractors and which weeks they would choose not to.
No idea what its like in the rest of New Zogland, but the technocrats of New York City have the wheel-greasing you imagine pretty much suppressed in every sector of the public services industry, excepting of course the NYPD.

Someone gave a garbageman a gift. It isn't a false story, it just isn't much of a story at all.
People give their garbagemen gifts all the time. I know that you hate people who work but here in America we do respect people who put in an honest days work.
The bottom line, which you have not refuted, is that we believe, as a Protestant country that work in and of itself is a moral good and that we should teach our children to respect everyone who works for a living.
That applies to the super-rich too. If you have a ton of money and just sit around and do nothing with it you are looked down upon. You are not if you go out and open a business or even just create a charity and have galas and raise money.
People that don't work are leeches and are looked down upon.
People that have jobs are given a baseline level of respect regardless of their race, intelligence, or what job it is.
You have to teach kids to respect laborers too or else they will look down upon them (especially if you as their parent is in a higher class or has a more respectable job).
That is why people in the US make their kids get summer jobs or volunteer. It isn't that they need the money- they don't. It is to instill the reward of a job well done.
And a garbageman is a skilled worker. They took and passed an advanced test to qualify for a commercial truck license. They are also drug tested by the Dept. of Transportation. The fact that you would think that is an unskilled job shows you probably have never had one.
