Why doesn't society value modesty anymore?

Modesty doesn't get you fame, fortune, facebook likes, or beta orbiters buying you shit.
That being said, common society really did not value modesty that much, except for puritanical communities in pastoral regions.
For the most part, common women were assumed to be disgusting harlots, and it was mostly the case, and the reasons are still the same: Economics.
Poor women can get free shit by flaunting their bodies.

I'd guess the final one used to work because high quality men would consider an immodest woman to be of low quality. That is no longer important because they can just use the welfare state as a providing man and use low quality men as sources of sex, if they're alphas, or even more resources, if they're betas.
