I think it's theoretically possible given a well-organized campaign centered around large-scale organized cyberwarfare. The US government appears to be weak in the cyberwarfare department right now.
"The people" would imply the military too, so yes.
There is no sense that the military is beholden to "the government". There is nobody in government that could order a strike on American civilians and get any traction on it. The military would simply rebel, starting with the general who first got the order, if he was smart.
But that's assuming a majority of the people actually wanted to overthrow the government. We're a long way from wanting that.
