If stores can say "not accepting currency larger than $50", if people can refuse ripped bills and bills with writing on them, what's to stop someone from saying "I don't take Tubman Twenties"?

They have to give change in currency. If you refuse twenties they have to give tens. It may take some time, but all currency is fungible. They always have the right to refuse the transaction, but that's their fault.
If enough of us demand change in tens it will catch on, or at least catch the attention of the govt. Either way, it will generate results.
