Because when people are portrayed as dating within their minority group, it creates a sense that the group is insular. So in order to portray the illusion of a functioning multicultural society, you need to show inter-group relationships.
The easiest way to do this is to have a black man and a white woman. For starters, black/white is visually distinctive as they are the races that physically resemble each other the least. Secondly, it's generally a lot easier to sell the idea that a white woman would find a black man attractive than that a white man would find a black woman attractive.
