It's more of an information campaign aimed at people who consider defence an important topic. When the government starts upgrading the Danish air force media will walk around asking people what planes they think the military should acquire. When people more or less know more right off the top of their heads or have been informed via ads that Hornets are great they'll just say "We should get the Hornet because I heard it's a good plane!" despite hardly knowing anything about the aircraft specs. Puts pressure on government to sign with said aircraft manufacturer because the choosing the alternative will be seen as another case of "gubment once again ignoring the common voter." so it becomes a PR headache for them to go against public demands and wishes.

f18 unit cost is way lower it's a old plane, the cost is almost 1/4 of f35, it's probably enough for denmark, it's not like they're ever going to use it anyway
