that's may be a good thing, it has secondary social benefits at least. Still, it primarily benefits those profiting from the "approved" psychoactives, like tobacco and alcohol, as well as those that already control the illicit markets. Legalisation is such an issue not because of health or societal concerns, but because there are people with HUGE invested interest who stand only to lose from it. If all psychoactive substances were legally available they wouldn't command nearly the same price. This is controlling a market absolutely.
