Depends on the type of fault. A strike slip, where two plates slide past each other, will indeed loose energy through small quakes -- at least in that section. However, if an area to either side of the area that slips remains stuck, the quakes and associated movement in one area will simply put even more stress into other sections of the fault. A quake on the San Andreas in LA that moves North America 20 feet to the south means the north section now has 20 feet of stretch pulling on it.
For a subduction fault, each small quake actually adds pressure and energy to the next Megathrust event. As the plate slides under the continent, it pushes the land back and up, sometimes hundreds of feet. The coastline of Northern California, Oregon, and Washington have risen nearly 40 feet in some areas, several of those feet in a single day in 1992 (you can visit tide pools near Cape Mendocino which are a few feet above high tide... they weren't 30 years ago) and the coastline has moved nearly 50 feet east since GPS markers started being tracked allowing for precise measurement. In a megathrust event, the overlaying continental plate will spring forward and drop, leaving much of the low-lying areas of the coast submerged before Tsunamis even arrive.
