My take on it is, early in life females are especially vulnerable, and engaging in adult behavior can result in injury, death, or unhealthy children - which forces them to become very mature very quickly, so they can navigate a world which literally wants to fuck them. Once they're no longer in danger of being fucked to death, and it's prudent for them to get fucked, they'll already be mature enough to handle this (which is the same age they stop progressing). In a normal healthy Woman, she will reach the maturity of a young woman (teenager), and will not progress as a person again until she achieves motherhood, which places pressure on the woman to mature very quickly, and to a much higher degree.
