Governments are the glue that holds it all together. Nothing more, nothing less. They shouldn't over-extend into sectors but they should also lay down ground rules so nobody feels cheated.
The government is supposed to be the rules of the game. The rules are supposed to be neutral and in everyone's best interest. Governments frequently, with error, cross this threshold but for the most part every government strives to keep the peace and have things stay moving smoothly.
