European integration and solidarity can only be achieved by desperation. A strong central government directed by an imperialist head of state wrought by a seriously hard core existential threat. If, for example, the so-called ISIS attacked several major cities all throughout Europe simultaneously, not one at a time over a span of months but all at once with hundreds or thousands of dead in the streets, what should be the reaction?
