Not sure why you would ever underestimate the Finnish army. It's purpose is to defend the country from Russia on our soil and it's probably the best armed forces on the planet for the task. Unlike the other European countries that have vastly smaller and lighter forces for peacekeeping and supporting US whenever it invades another sandpit, our army is designed for conventional warfare. The military training, believe it or not, is some of the best in the world (for regular troops, not elites) and most men spend the minimum of 6 months in the army. Much of the industry is convertible to aid the war effort in a matter of hours.
I don't know how well it would fare conquering other nations, but defending a country? There's nothing quite like it in Europe.
