In Belgium we have this organization called the OCMW, it's just a welfare office which provides housing and money for those who can't provide themselves.
A friend of mine has renovated a house in Brussels, and is renting the rooms as studio's to students (rent = €500/month).
The OCMW contacted him and asked if he wanted to take in a refugee, we will pay for all the costs.
Because he just wanted a steady cashflow to pay for his debts and expenses he said yes.
The first month he got his payment as promised but the 2nd month, 3rd month he didn't get anything.
So he called the OCMW and asked wtf was happening and they replied: oooh no we only pay once.
Because it's a refugee he can't kick him out or he has to face legal actions.

He just lost 11*€500 this year because the Belgian government demands him to house someone for free

If he has half a brain he sues the state. If there were no clear agreements made and he agreed solely on the statement during some phone conversation that they would pay "something" he's fucked.
That being said, if he has it in any kind of writing that they would "pay ALL expenses" he can easily sue them for not actually paying his expenses.
