Why have Mexican citizens not started a civel war of some sort yet? Mexico has basically become a shithole run by the cartels and an openly corrupt Government. Why do the people stand for this instead of actively trying to make their nation a better place to live? Let's face it, the upcoming war with the U.S. Is going to be the best thing to happen to Mexico in a long time.

The Mexican government is 100% completely corrupt, right down to the military. Army helicopters have been filmed firing on innocent farmers for being too close to cartel bases of operations and there's nothing the people can do. If they try fighting back, they are kicked out of town by the military or they are simply killed. The cartels are too powerful and too rich. The only hope for Mexico is if the USA legalizes meth and heroine, eliminating the market demand for illegal drugs and neutering the cartels. This is clearly not going to happen. Therefore, Mexico is permanently fucked.
