In a capitalistic economy you would have the businesses trying to innovate in order to efficiently get the job done. In a socialist economy you also have to watch out for the man in charge of you, its not like you get to do whatever the hell you want you still get in trouble there. I think a number of factors led to the conditions we see here, but I'll name what I think are a few and universal factors across the world:
There are those whom I refer to as "the Trash". No matter where they are in the world, they only weigh down civilization. They have an excess of aggression and lash out on those around them, or they are unintelligent and a lack of demand for unskilled labor means they resort to crime to provide for themselves or a social welfare state means they plug into it and become a drain on others. I believe that brown people create a higher percentage of these types. Their lower intelligence means they can't create or sustain advanced civilization.
Brazil has a higher percentage of White DNA in some parts, and these have become the cities. They have a wealth of natural resources and cheap labor, which means plenty of trade with the West and other countries. They are able to sustain their advanced areas thanks to this, and meanwhile the Trash multiplies on the outskirts, feeding off the scraps, being given just enough to be content with their existence.
It's like this everywhere in the world.

Because moreso than ever we are subsidizing their mere existence. A hundred years ago you couldn't put all this trash in one spot and expect them all to merely exist. They would have to create SOME sort of a functioning, self-sustaining system, otherwise they would die. Also, we've forced a bunch of people to live in cities and abide by our civilized laws who SHOULD be living in some tribal warfare society, chucking spears at each other and performing ritual sacrifices of their conquered enemies, dragging off the young women and raping them. These kinds of people have no business having access to advanced agriculture, medicine and our cities which allows them to breed like rats. If you try to explain civic duty and sustainable living to them they would merely believe it's a conspiracy to keep them down, and they will rally their strength and attempt to depose you so they could implement their own fucked up system after you're gone.
