Canada prior to the 30s had a very free market in healthcare.
There was a crisis...Doctor's were not making enough money in there opinion.
So they started lobbying for licences first. Then came the war so all the ressources were centralized.
So by then, the price of healthcare was unsustainable and since all the ressources were centralized the people could not afford it.
This was the perfect opportunity for the socialist to socialized the service.
Further more, most opponants to this died in the war so it never could be challenged.
So yeah it works for the people.

They were called "Friendly Societies" and they were basically self-regulated non-profits that provided health insurance (amongst other services) for prices so low they're unimaginable in today's socialist, hyper-regulated fucking nightmare.

unfortunately prior to govt intervention healthcare just worked. You went to your doctor you gave them cash and they sorted you out. People didn't write books about the "system" because there was no system.

Kowloon did need the police to conduct raids because of widespread prostitution and drug trade gangs. Crime was not particularly bad there, as some may say.
Hong kong also provided water to the city. Most buildings were also in terrible condition, and the lower levels were always wet. Plus the smell must have been horrible. Overall though, life worked, business flourished re was peace. 7/10
