Even if gender paygap exists, there's nothing you can do against a crime before the crime has actually been commited. So it's on women to sue their employer when they realise their pay isn't equal to men's. There isn't much the government can do to make it disappear, just like any other crime the government can only try to disuade employers from doing it.
