I don't really think so. The whole thing was started by people like Lavoy as opposed to them being set up by the government as was the case in both Waco and Ruby Ridge. Lavoy also expressed his desire to die during the occupation as soon as he arrived.
Having said that, his shooting does seem like it may have been unjustified. It is kind of hard to tell though from the evidence available.
