Just to be clear: "olycka" can not mean man-made disaster in Swedish. It means accident or misfortune. And the word for "incident" in Swedish is either "händelse" or "incident", not " olycka", so there's been no slip of the tounge there.
Her public explanation is that she was in fact refering to the misfortune that Swedish muslims were subjected to much discrimination because of the 9/11 attacks.
