You'd have to start that tunnel WAAAY back to be out of sight of border patrol.
Plus you'd have to dig pretty deep, walls like that go pretty far down and you'll need an exact depth to keep from running into the foundation but not so deep that the weight of the foundation collapses your tunnel.
So, somewhere in some town, you'd have to move tons of digging equipment without officials noticing.
And dig far enough that you get past the wall and past anywhere that the border patrol might see you.
