Random death penalty in order to keep population under control
Consider the following;
Imagine a future where earth resources are so scarse, and population is so huge, that there need's to be a drastic solution for this problem.
Criminals are executed as soon as posible, and their flesh is used to feed the other people, but even this is not enough
Low IQ and unwanted genetical traits (such as being a fucking nigger) grants you a first class ticket to the execution pods.
Because of this, every single individual is ridicusly handsome, smart, healthy, law abdid and so on...
There is not a single reason to kill anyone, because you alredy did that long time ago, and only the best offspring reproduced.
Would it be ethical to implement a random execution to keep the population under control, or let everyone die because you did not have the balls to implement the "protocol"
