Actually, the Confederates weren't inherently more self-reliant. Both had armies with trained leaders and very similar policies. If anything, the Union was the self-reliant one, given that Great Britain had helped the Confederacy, albeit in peaceful ways.

Except the confederacy had its own federal government too and, during its short time, used its power just as much. In theory, the Confederacy should have been more self-reliant, but in practice, it was pretty much the same as the Union at the time.
