I don't actually believe it's a genetic thing. They're raised in terrible ways and then they proceed to raise their kids in terrible ways. The ones that don't live in ghettos see others with the same colored skin as them and think that's the way they're supposed to be, so they mimic it.
This isn't anyone's fault, it's not the white man keepin' them down or anything, it's just a terrible and unfortunate cycle that's hard to break.
