It's just sad that American prisons became a training ground for drug dealers and way too many people end up in criminal business. Rehabilitation is possible.
But not by sending all criminals in the same cesspool, where they will perpetuate and even accentuate their hatred for the laws and criminal behaviours. In France, prison is the #1 recruiting ground for ISIS.
Moreover, there's some crime-types and criminal-types which will obviously be recurring. Pedophiles/rapists that can't help themselves, gang members that treat prison time as trophies... Those should get something appropriate to make sure they will never breach the law again.
A man who killed his wife because he found her in bed with another man will surely not be killing other women anytime soon after his jail time. Is he considered "rehabilitated" though? Probably not.
I think the only way we can really rehabilitate a criminal is if they are somewhat young. There we can take them away from the environment that caused the behaviour (including their homes) and actually try to help.
But it's still a really low number of rehabilitees. I'm not even sure it's worth the effort.
Execution is more expensive than life in some cases because of all the years of appeals they get
