Even if the entire military agreed to attack their own country, they're still greatly outnumbered.
Americas army is very well equipped, but putting down a whole country is an invasion tier exercise, and if the country your trying to put down is your own, you're going to struggle with finding enough men, supplies and resources because you're attacking your own men, supplies and resources.

We put 500k in Vietnam and never set foot in the north because they set the mission to protect the south. The politicians never give the generals what they really want or we would go into every war with millions of men and turn nations into wastelands.
