It really doesn't make sense to think of inbreeding as racial. It's more to do with small geographical pockets in each country, for example many europeans and africans lived in small village-hunter gatherer societies for centuries so got pretty inbred.
Farming cultures as a rule are less inbred than hunter gatherer societies so in northern africa, middle east, asia these societies began before european and other african places.
You also need to consider large natural disasters that could wipe out a once non-inbred society that would leave only a few people alive resulting in a more inbred population.
If we are going just by race as in asian, black, white, white people are probably the most inbred, but it's not a great way of looking at race in general.
