Cruz wrote the amicus brief on Hellen vs DC, so short of repealing the NFA and opening the machine gun registry, I'd be inclined to say Cruz is friendlier to the 2nd.

I do like his idea of concealed carry reciprocity across all 50 states. The recent ruling on gay marriage having reciprocity sets a perfect legal precedent. I'm convinced this will happen if Trump is president.
