Not the "US government" isn't racist per say, but some policies/laws promote segregation and discrimination. The 1994 Crime Bill is a good example. // The Federal Housing Authority had discriminatory policies that denied mortgages to black people. // Local governments built freeway systems that cut directly through black neighborhoods to keep them segregated from white neighborhoods.

There was nothing racist about any of that shit. The nowhere in the crime bill did it say to explicitly target blacks, blacks tend to commit crimes, particularly violent crimes, at a higher rate than other races so they were hit harder. Redlining and the highway had fuckall to do with race. Nothing was stopping blacks from keeping their homes in better condition.
