Understand that the US dollar will NEVER collapse as long as it remains the primary currency of trade. America could owe ten times that much and the rest of the world would just be forced to play along because if the USD collapses it's armageddon for everyone. This is why China, Russia, and others are inking deals to skip the dollar for some trade directly between them. The IMF has been trying for years to popularize SDRs (Special Drawing Rights - sort of a "universal currency") instead of the dollar. But until these options gain significant popularity, the US is free to dig itself whatever size hole it wants to.

As it currently stands, The EU refuses to hold excessive sums of foreign currencies or debt from the government side. That's with mark to unicorn accounting. It doesn't account for unfunded liabilities like social security. The US's debt to GDP ratio is a lot more than 104%. If interest rates normalized, interest payments on the debt would swamp the federal budget in a few years, tops.

In a round about way, it could lead to that, but not for the reasons that you're thinking. A lot of players in the energy sector sold junk bonds to finance their operations when oil was $80-$100/bbl. That's debt. Think they're going to pay it off with oil at $40/bbl? No. Energy companies are already filing for chapter 11, or stating that they won't make scheduled payments.

The fear here is that it could spread from the energy sector of the junk bond market to the broader junk bond market. If it does that, there is a chance that it will spread to the investment grade credit markets, which include things like US Treasury securities. That would drive yields up, which is the same thing as raising interest rates. If interest rates go up, we will have a choice: Deflationary collapse of our monetary system or fire up the nuclear powered printing presses and try to inflate our way out of it.
