Some countries did, like Finland. Britain didn't join them because they were a threat. If Germany were to become more powerful than Britain, then the bankers would have a massive problem because Germany didn't use a centralized banking institution based on debt and would become the economic powerhouse of Europe instead. America joined for the same reason, to prevent Germany from taking over Britain standing and ruining our bankers as well.

Most of Europe in the 1920s were under totalitarian regimes. Only Czechoslovakia and the UK were the exceptions. It was recoil at German expansionism rather than the political or racial ideology. It brought back the bogeyman from WWI.
