It's when you apply for unemployment benefits with the government. They eventually run out, usually after 26 weeks, so you can no longer be considered unemployed according to the government.

Initial jobless claims are a measure of the change in velocity of the economy, as a surge in claims would indicate a massive number of layoffs. But a low number means nothing after a long time. It's more a measure of optimism by employers. The Labor Participation rate (percentage of people who are actually working) combined with initial jobless claims is a more informative measure.

The Labor Participation rate is still very low. We have a lot of people just sitting around doing nothing.

Number of new jobs in the US over the last decade is almost identical to the number of legal and illegal immigrants.

So either there have been no new American citizens entering the workforce out of college for a decade, or they're not getting a chance to find a job because Obama's importing brown democrats to fill those positions.

The skyrocketing of social security disability enrollees is the most telling statistic. Unemployment is down because they're been unemployed for more than 26 weeks. Labor force participation rate is low because they can't find a decent full time job. They give up and search out a doctor that will certify they home some special form of disability and badabing! They get regular checks for the rest of their life, and they get to park at the front of the parking lot.

To get true unemployment need to take in a few factors,
1. Old retired people don't count since they aren't really going to be looking that hard
2. People may be employed but they are not in the field they want to be (Not including faggots with lib art degrees)
3. People who work off the books, but don't make enough money to do much more then sustain barely.
4. Students typically don't count due to being busy with school
5. People unemployed without UI and are still looking don't count in this figure.

Pretty much you can always assume that the % that anyone gives you is superficial at best and doesn't truly take into account all factors that may define employment.
