If you are to take that as the actual number of false accusations you have to assume that all accussations not affirmatively established to be false are true which of course is number. The number of falsehoods are far greater than that.
Similarly 33% are positively determined to be true with certainty enough to go to trial. The remaining ~60% are in a gray area where there is not enough proof to charge either the accused nor the accused.
Many police officers estimate that 40%-50% of accusations are false but if we conservatively assume that the distribution in the gray-area and the "determined area" is the same then we get (8%/33%)*60%=14,5% added to the 8% that's at least 22,5% false accusations.
