Of course it did happen in some circumstances like Kingsmills as you mentioned, although that was carried out in in reaction to the loyalist McArevary killings at brigade level without consent of the army council which is why it was done under a different name. It was of course without any justification, but it does not change that it was an unusual deviation from common behaviour

The soviets found the PIRA uncompatiable to support because of it's supremacy of Nationalist ideology over any commitment to socialism so it bascially excluded itself from being caught in the cold war. It assocaited with other non-aligned entities like Libya, PLO and ETA
