Like most sailors in history. Norway is one of the large seafaring nations. A huge percentage of boats are owned by norwegians even if they fly the flags of other countries. And a lot of norwegian sailormen at least historically could not swim, because if you fall into the water then you are fucked. Being able to swim will just draw out your death from either hypotermia (if you manage to survive swimming for 5 minutes) or drown...
