It's not complete hypocrisy. We thought (and still think) jailing addicts would straighten them out. Recently we have turned more towards therapeutic methods to treat drug addction. Since the undlying cause of them going to jail was the addiction.

I can easily imagine that very few white kids are actually sent to juvie for anything more serious than drug use. As in, most white people who are committing crimes are either just doing drugs, or committing more serious crimes because of drug addiction. Meanwhile, non-user whites don't commit as many jail-worthy crimes.
Blacks, on the other hand, commit crimes even if they aren't addicts. You don't have to be a methadone junkie to rob a liquor store or beat a random pedestrian senseless, you just have to be a little niglet with no regard for the safety of others. All this study suggests is that irrational, violent criminal behavior is more common in blacks when controlling for drug use, which we probably all knew anyways.
