Whole cities cannot be redpilled. The majority of people have herd mentality, and try to fit in with others around them. We are mutants with mental disorders (it could be advantageous in certain situations) that have denied this herd mentality that most people follow. A city is probably one of the places least likely to be redpilled, because you have a dense population where it is more advantageous to follow herd mentality.
