Literally had no legitimate targets and weren't strong enough to fight the IRA so they resorted to killing Catholic civilians.
Loyalist paramilitaries were using WWII weapons in the 90s while the IRA had an abundance of modern weapons(.50 call snipers, Czech Aks, M16s, Armalites, Stinger anti-air missiles) and homemade IED that are still by other Terrorist organisations to this day.
