I think it's just people living longer lives. Even when were living as nomads, you needed 20 working people for every retired old man for the tribe to survive. Having your population be 50/50 in the modern day is a huge national burden even with high productivity.
There isn't any alleviation that's coming like some posters seem to think. This isn't a temporary situation. With low birth rates, even in 100 years, Japan will have an extremely old population and a burdened economy.
