Breivik picked the best targets that were available to him. If he tried to assassinate a politician then he would have been lucky to succeed in killing one before he was gunned down or arrested, but taking out about 70 traitors who were being groomed to be future politicians is far more useful than taking out one politician or a handful of muds.
