It's simply a historical fluke. Universities full of young men are always on the lookout for ways to compete with other young men in order to prove themselves. The early games against other schools were very informal affairs. The reason why it took off in the US versus other nations probably is due to the wide variety of types of universities. Football started off as a game between Ivy League schools but once land grant and agricultural schools started playing, it because a sort of proxy fight of class warfare. The NFL and NBA actually have policies in place that virtually require players to go through the university system first to get trained at no cost to the league. I mean, we have some simple courses in uni here too, but they're mostly part of 'minors', which usually consist of three subjects where one of them is easy. You couldn't fill an entire college career with them and you couldn't complete uni without the obligatory harder subjects. And even the easy ones require some basic thinking skills. It would never be accepted for people to have especially tailored diplomas and still carry the title. Not entirely true. You are correct that they are not "state actors" in the same way that public universities are, and thus don't have to worry about running afoul of the Constitution.
Nevertheless, they do receive federal funding in the form of student financial aid, meaning that they are "recipients" and thus under the jurisdiction of the Dept. of Education and the Dept. of Justice for things like Title IX and Title VI of the Civil Rights Act.
