"Food insecure" is one of those academic phrases that was coined to ensure that it can apply as broadly as possible.
Sure, you can try to call them "starving kids", but then someone will point out that there are kids who aren't technically "starving" but yet they still don't get enough to eat. Academics deal with that kind of back-and-forth argumentation all day long, so they like to cut off the squabbling by using terms that safely cover all the possible cases.
Hence, we get a term like "food insecure" that sounds weird and stilted, but you can tell that it was specifically designed to be both precise and broadly-applicable, just the way academics like it.
